Within 3-5 days Paypal will withdraw $1.95, (which will be reimbursed once you verify confirmation process of your card.) On your credit card billing statement right next to $1.95 charge will be a code. Use this for finishing setting up your account.
You will get this information within 3-5 days if you can view your bank
account online, or by going into your bank and asking for a printout of your statement.
Otherwise wait until your paper statement comes.
Then you will receive an email that you've successfully put in the code, and that your cc is confirmed and you can now make payments.
